Officers of the Winchester Police Department, like all Sworn Peace Officers in Kentucky, receive basic police training through the Department of Criminal Justice Training in Richmond, Kentucky. After completing basic, officers continue their skills training in annual 40-hour in-services. Members of the department also train throughout the year in various police topics.
The Winchester Police Training Division is overseen by Captain Kevin Palmer. Throughout the year Captain Palmer and training officers instruct officers in such areas as: firearms proficiency, defensive tactics, crowd control, less lethal munitions, and taser. The training department also coordinates instruction/programs in administrative areas such as Incident Command, Homeland Security, and Highway Safety.
